    Good evening,  As mentioned on yesterday's association executive meeting, there are some updates from SAMHSA, CMS and state government officials that may helpful to share:

     

    On the federal front:

    • Although the CCBHC-E grantee Funding Opportunity Announcement was supported to come out at the end of December, we are hopeful it will come out by the end of January. This link will show us when it is posted. Once we see that, we'll let you all know.
    • CMS released guidance outlining states' new authority (for 5 years) for additional federal funding (increased 85% federal match for 3 of the 5 years) for qualifying mobile crisis services under Medicaid. The guidance goes further to recommend the CCBHC model given its crisis response component. The new Medicaid option requires that mobile crisis intervention services be delivered by a multi-disciplinary team including at least one qualified behavioral health care professional and that services be available 24 hours a day, every day of the year. The guidance provides details on how states may receive the enhanced match for the 988-technology for the hotline. If your state either currently has the CCBHC model or is considering it, this enhanced match and alignment with 988 technologies are a huge opportunity to save on state dollars!
    • SAMHSA released a few reports to Congress on 988 (here).  In those reports, CCBHCs are mentioned throughout as a way to help pay for 988.

       On the state front:

      • States are using their ARPA dollars to initiate efforts to develop the CCBHC model. We are seeing that come through with many of the governor's budgets that are being released. One example here is Idaho.
      • States, like Indiana, are drafting legislation for this session to establish the model. Two states passed legislation in 2021: Kansas and Illinois. And Maine allocated funding for the state to hire staff for CCBHC development
      • Here are links to the CCBHC SPAs for Minnesota, Missouri, Nevada, and Oklahoma. We'll work on drafting a matrix that includes other publicly-available links to states.
