I've recently learned that SAMHSA has told our state partner that the indirect cost rate/admin rate for all federal State Opioid and Stimulant Response Grants are limited to 5% indirect cost/admin rates. Historically, providers were able to use at least 10% for indirect costs/admin and many providers have federally approved indirect cost rates that are between 15-20%. Are all states hearing the same thing from SAMHSA regarding this lower 5% indirect costs for State Opioid and Stimulant Response Grants? Is your state passing this reduction along to providers? Have you identified any creative way to include some admin staffing costs as direct costs - particularly given the GPRA reporting requirements? What impact is it having on funded services and programs under this grant?
