While Congress may be stuck in gridlock, state Medicaid agencies are taking the initiative to reform and reinvent their Medicaid programs via waivers across the country. While some states are using waivers to restrict access through drug testing and/or work requirements, many others are expanding access to treatment, reforming service delivery and re-envisioning how they finance behavioral health services.
