  • 1.  Medicaid lump sum payments to providers?

    Me again. As I recall during the CARES Act funding, some states paid a percentage of agencies annual Medicaid revenue in a lump sum. We are trying to get our state to consider that for ARPA, but they're saying they can't. If you're state paid lump sums, can you send me details so I can educate our administration? Thanks Mary

    Mary, not sure that this applies in your situation, but the State Medicaid Director letter on the enhanced FMAP explicitly cites increased payment rates as an example of how states can apply the enhanced FMAP (page 19, Appendix C at https://www.medicaid.gov/federal-policy-guidance/downloads/smd21003.pdf).

    We are seeking retroactive rate increases, so effectively a lump sum.

    Thanks Shannon! Our DPHHS is slow-walking any rate increases with the FMAP bump for some reason.

    Iowa's Governor Kim Reynolds provided funding to multiple programs via grants to behavioral health providers as well as various other healthcare and business sectors. In addition both the Dept of Human Services and Dept of Public Health added flexibilities to the block grant programs to better help ensure funds were able to be utilized.
