    Hello all,
    I work for a trade association in NJ and our state is in the process of redesigning an old MS Access application from 1999 that captures all the data elements required for the state to report for their block grant funding for Mental Health.

    The old system, did allow for the provider to upload an delimited file from the provider community to their data systems.

    The new system does not allow for any kind of file upload.  All of our members will be REQUIRED to hand data enter every client they treat, and follow that client through Admissions, Transfers and Discharge for the state.

    Are there ANY States out there that allow for a file upload to their state reporting entities for their block grant funding?  I am in need to have a discussion with a provider or someone at one of these states and I am asking for your assistance in identifying at least one state that allows provider to transmit a file back to them.


    We have the same issue on the Substance Use side as well.  All providers are required to enter data into a state hosted system for every client they treat.  There is no facility for interoperability or to allow data to flow from a provider's EHR system.

    Are you all experiencing the same?

    Thank you in advance for your comments.  I have been advocating for more than 20 years to allow providers to upload files, and now that 90% of them have EHRs it seems our state is taking a step backwards.  Any feedback you can share would be most appreciated.
