  • 1.  Statewide Infrastructure Within the Mental Health Residential System (help requested) - 3/11/21

    Hello AE's I am looking for any examples of statewide infrastructure within the mental health residential system of care that perform any of these following activities;

    • Serve as a patient information protected "portals" database that support Mental Health residential systems for wait lists and supporting consumers transition through the system of care and / or that would allow care coordinators, health plans and others to use the system for their scope of service.
    • or any technology or system that is used to improve waitlist problems, good enough capacity and access, improving right referral to right setting.
    • Directory capacity to help referrents to know which programs are a better fit for their referral.
    • And / or capacity empty / available provider bed capacity. 
    • Integration of all separate lists like a system that includes state hospital, MH residential, Local acute care, PSRB, AID and Assist ect.

    Currently Oregon has separate excel type lists for each type and a separate excel capacity report. None of it easy to access to help these processes, or easily synthesis/ combine the various sets of information.

    Hi Heather,

    The District has just started review and implementation (we can plan and execute at the same time, right?) using an electronic bed board type platform that has almost all of the capabilities that you're describing. It's operated by a group called Xferral. Their largest implementation has been in Texas, so Danette might be able to tell you even more than I can about how well it does the job and how it has influenced provider decisions up to changing business workflows and service offerings to better match identified needs.

    Hi Heather.

     

    Ohio is using a platform called OpenBeds that does most of this.  We are piloting it in the NE (Cleveland) part of the state.  It was initially designed to support finding access to inpatient psychiatric beds for patients in emergency rooms or crisis centers, but we are adapting it to also include connections to residential treatment (MH and SUD) and even OP services.  It's got some nice features, including a clinical decision support system.  Right now, providers are signing up.  Soon referral sources (county public benefits, food banks, courts) will have access to send referral requests.  And, at some point it will have a public facing portal.

    Hi all, Maine is currently developing a system with OpenBeds as well. We have been in lots of feedback sessions and are now awaiting to see the more finished product. Very exciting. I will share how it works out.

    Hi Heather: 

    In 2019, ASPE did a study on this topic and highlighted a few states. There's also a much smaller 2017 report of state-by-state bed registries here. Research can sometimes be delayed, but it looks like there are 14 states with bed registries. Neither report outlines what the technology used was, just the type of technology (e.g., cloud-based), but this could help give you and your state some ideas as you plan this work out.  

    When I saw your message come through, I thought of OpenBeds so I'm looking forward to seeing how Ohio's pilot goes. They're a subsidiary of Appriss, which manages most states' PDMPs so I would imagine that data sharing on the SUD side could be helpful there.
