Dear Association Executives: Please see the below message from Chuck regarding the expansion of the CCBHC demonstration:

I am pleased to share that SAMHSA and CMS yesterday announced that two new states have been selected for the CCBHC Medicaid demonstration: Kentucky and Michigan (see the release below).

Yesterday's announcement is the result of the 2-state demonstration expansion enacted under the CARES Act in March, which the National Council advocated strongly for. We congratulate the two new states and look forward to supporting our Kentucky and Michigan members throughout implementation.

As you know, the National Council is working hard to expand the CCBHC opportunity to more states and more clinics. The demonstration is particularly important in this regard because it offers a potential opportunity for organizations operating under time-limited CCBHC grants to benefit from the Medicaid prospective payment rate that covers their anticipated costs of doing business as a CCBHC. We continue working to secure participation for additional states, as outlined in the Excellence in Mental Health and Addiction Treatment Expansion Act.

As the CCBHC model continues to expand, we are also ramping up our support to states pursuing the CCBHC model and prospective payment independently. We have already spoken with several of you about strategies to do this and would welcome additional conversations!

To that end, I'm sharing a sneak peek of our CCBHC Success Center website, to be launched to the world later today. Our Success Center provides support to states, associations and clinics seeking information, guidance, and resources in pursuit of CCBHC implementation. Please don't hesitate to reach out to me or Becca if you'd like to strategize about bringing CCBHCs to your state Medicaid program.

    Thank you,

    Chuck

Subject: CMS and SAMHSA announce new participants of the Certified Community Behavioral Health Clinic Demonstration

Today, the Centers for Medicare & Medicaid Services (CMS) and the Substance Abuse & Mental Health Services Administration (SAMHSA) are announcing that the states of Kentucky and Michigan have selected as additional participants in the Certified Community Behavioral Health Clinic (CCBHC) Demonstration as required by the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

This demonstration is part of a comprehensive effort to integrate behavioral health with physical health care, increase consistent use of evidence-based practices, and improve access to high quality care for people with mental health and substance use disorders.  While this demonstration was initially created for a two year period under section 223 of the Protecting Access to Medicare Act of 2014, the demonstration was extended several times.

Kentucky and Michigan join the original participants selected in 2016.
