    Following up on a conversation at the Retreat last week, have any of your associations had positive experiences (or less than positive experiences) outsourcing human resources functions (payroll, employee assessment infrastructure, benefits, salary/increases, etc)? 

    If so, could you reply for the benefit of the group and any associations that may be considering outsourcing some or all of their HR functions? 

    Is there a particular vendor you might recommend (or recommend avoiding)?  Thanks - Neal

    IBHA has been contracted with our PEO (Professional Employer Organization) - Oasis A Paychex Company (fka AureonHR) here is West Des Moines Iowa since September 2017. I was also co-employed with this same PEO several years ago with another association I worked for. Oasis serves 48 states from 2 Midwest locations https://www.oasisahr.com

     

    Via this arrangement, Oasis provides to IBHA all our:

    • HR – they are literally our HR department, provide all new hire docs and verification, assistance with HR legal issues, assistance with handbooks and they were incredibly helpful when we downsized and needed to lay off employees due to closing a line of our business.
    • Payroll – timecards, processing, payroll tax filings, workman comp ins, etc.
    • Benefits – we have 12 different health plans to choose from, 2 dental plans, vision, LTD, STD, Life, Flex Spending & Health Svg Accts, etc. and a host of ancillary benefits available.
    • 401K plan

     

     

    After we downsized to a single staff person and decided to utilize only outside contracted professionals for other work – the IBHA Board of Directors had me research if it was still feasible to maintain a PEO for a single staffed office. After doing a side by side comparison on costs and administrative work to find single plans for all the benefits, retirement, payroll, etc. the cost was basically a wash and thus we determined the base annual administrative fee was worth it and it has saved me a lot of time, energy and stress not having to worry about HR issues and administrative duties tied to benefits and access to a 401K plan.

     

    We also contract with their subsidiary Aureon Communications for our IT needs.

     

    I have several strong professional relationships with various individuals at Oasis – some since 2017 and others back to 20 years ago when I was first co-employed by this PEO. I am more than pleased with their services and this contractual arrangement allows IBHA to be competitive with benefits that are typically only available to large employers and we get the resources of their HR professionals.

    Hi All,

    As a follow up to this, has anyone attempted to negotiate with a PEO to offer their services to your members at a discount or bulk purchase rate? If anyone has assessed for their members, have there been any concerns from regulators,  licensing boards, or accreditation organizations about onsite access to HR documentation and files?

    Per your question - Yes IBHA has the option via OasisAHR to offer these PEO services to our members at potentially a discount or a promotional incentive paid to IBHA though we have not yet pursued this - no particular reason for not pursuing, just hasn't been a top priority yet for us. At least 2 or 3 of my member agencies are already contracted with OasisAHR and several are part of larger health systems.

    All HR documents including payroll, etc. are available via the on-line portal of which IBHA controls who within our organization has access to view. And as employees are co-employed by both IBHA and OasisAHR - we also maintain copies in our office of some of the original employment files as well as all evaluations.
