  • 1.  Mandatory Isolation of Employees

    Posted 07-22-2020 10:03
Our Governor has issued an executive order that requires people entering CT from states -- now 31 of 'em -- "with a positive test rate higher than 10 per 100,000 residents, or higher than a 10% test positivity rate over a seven-day rolling average."

It's most states outside of the northeast: https://portal.ct.gov/Coronavirus/travel

There is an exemption for essential workers on work-related travel.  The Executive Order states that the self-quarantine requirement will not apply
if the traveler had a negative test result for COVID-19 in the seventy-two hours before returning to Connecticut and  provides written proof of that to the Department of Public Health.

If I understand it correctly, the federal Families First act requires employers to pay employees for up to two-weeks for a government-ordered quarantine.  It appears, then, that people can go on vacation for two weeks, return and get two more weeks of paid time off at home.

We'll be talking to labor attorneys about it.

Has anyone else encountered this?  Any advice?

(My NY and NY colleagues: you're in the same boat and I'll be in touch directly)

    Thanks,
    Gian-Carl

    7.24.2020: Today's Updates

    COVID-19

    Dear Lydia,

    Today's Updates

    • Department of Public Health (DPH) COVID-19 Travel Order, Effective August 1, 2020
    • ABH Committee Check-In Call Schedule (7.27 - 7.31)

Department of Public Health (DPH) COVID-19 Travel Order, Effective August 1, 2020

Effective August 1, 2020, all visitors and returning residents entering Massachusetts must follow new travel orders.

Travelers who do not fall within the three exemption categories – coming from a lower risk state, meeting the 72-hour testing rule, or meeting a limited circumstance-specific exemption – must quarantine beginning immediately upon arrival in Massachusetts.

Essential health care personnel do not appear to fall under the circumstance-specific exemptions.

All visitors entering Massachusetts, including returning residents, who do not meet an exemption, are required to:

    • Complete the Massachusetts Travel Form prior to arrival, unless you are visiting from a lower-risk state designated by the Department of Public Health.
    • Quarantine for 14 days or produce a negative COVID-19 test result that has been administered up to 72-hours prior to your arrival in Massachusetts.

If your COVID-19 test result has not been received prior to arrival, visitors, and residents must quarantine until they receive a negative test result.

Failure to comply may result in a $500 fine per day.

Please find more information here, including the list of lower-risk states, exemptions, business guidance and other details.

You can access the "Order Instituting a Mandatory 14-Day Quarantine Requirement for Travelers Arriving in Massachusetts (7.24.2020)" here.

Prior to the effective date, the existing travel policy can be found here.
