    Vermont has medical marijuana and has decriminalized marijuana.  I don't see much in the way of negative consequences.  However, it has caused a conundrum for group homes that are Medicaid funded where a resident wants to use it, because the federal CMS rules do not allow illegal substances from the federal vantage point of whats legal.  My association remained neutral during the political debates on this issue.
